Kia Rio excessive fuel consumption

My 2015 Kia Rio 1.25 CVVT currently has an average fuel consumption of 12 liters. There's no LPG in the car. I generally drive it in the city. I don't drive in heavy traffic and I don't drive aggressively. Spark plugs, spark plug wires, air filter, all of them have been newly replaced. I tried different gas stations but there's no change. When I first start the car there's a strong gasoline smell, it decreases after some driving but never fully goes away. Right now I can't think of anything other than the oxygen sensor working lazily. What do you think about this? Can you help?
