US Restricts Connected Vehicle Technology Linked to China and Russia
The United States is introducing phased restrictions on certain vehicle software and hardware linked to China and Russia over data security and remote interference concerns. The measures extend beyond electric cars to other connected vehicles covered by the rule.
As vehicles become increasingly connected, cybersecurity is becoming a significant issue for the automotive industry. A regulation announced by the US Department of Commerce in January 2025 restricts certain imports and sales involving connected vehicle technologies supplied by companies with specified ties to China or Russia.
Why Are Connected Vehicles Under Scrutiny?
US authorities warn that malicious access to vehicle connectivity and automated driving systems could expose sensitive personal information or enable remote manipulation of vehicles.
The restrictions address these potential national security threats. They do not establish that every vehicle covered by the regulation has been used for espionage.
Does the Ban Apply Only to Electric Cars?
The regulation focuses on connectivity technology and supplier relationships, rather than a vehicle’s powertrain. Its scope therefore extends beyond electric vehicles.
Covered technologies include certain Vehicle Connectivity System hardware and software, alongside Automated Driving System software. The rule also restricts sales of new connected vehicles by certain manufacturers linked to China or Russia.
When Do the Restrictions Apply?
The restrictions on covered software and vehicle sales by affected manufacturers apply from model year 2027. Restrictions on imports of covered connectivity hardware begin with model year 2030, or January 1, 2029, for components without a model year.
The framework also provides general and specific authorisation mechanisms under certain conditions. Determining whether a vehicle or transaction is affected therefore requires consideration of the manufacturer, technology suppliers and applicable authorisations, rather than the brand name alone.
